Scenarios.. What would you do.
« on: July 27, 2005, 08:33:27 PM »
The following is a Hypothetical scenario...   If it co-insides, or matches any real events, this is not intentional..  All events are believed to be fictional.

The aim, is to state what you would do, as the officer of the first arriving appliance..  Eg Sitreps, request of other resources, taskings of your fire fighters.. ETC

Let the Scenario.........Begin
_____________

You are OIC of a 24P, enroute to a report of a Building Fire. 123 Fake Street, Madeup Town.  You arrive to find a 3 story house, with heavy smoke issuing from the third floor windows.  There are assest (Being 2 other houses)  Closely built on the northern, and eastern sides.  A bystander says she heard 2 peope in the house, 5 minutes prior to seeing smoke and calling 000.

You have a standard crew (Say 5, including you, makes 6).  The 4 crew are B.A, the driver is not.  Your next Appliance, being a 24, is 12 minutes away, with 4, 2 being B.A crew.  The next brigade has sent its 24P and 24, each with 4 crew, each having 2 B.A.  They are 15 minutes from arriving.

There are plenty of water sources in the street, how ever minimal  pressure...

Unknown if other agencies have been responded.   This is in a rural town, NO MFS support.  There is a Tanker available, however needs to come from an ajoining group, and a tanker driver usually takes 30 minutes to be found , before they can make the 30 minute drive.

As your crew await your sitrep, and orders, a window blows out on the 3rd floor, and flames are now also visable.

hehehe, it is meant to say that the street has plenty of water, but minimal pres - sure (Had to do that so it didnt change it)... but it keeps automatically changing it to  "not niceure".

Sow, lots of water, minimal KPA from the hydrants.    :-)

This might sound like a stupid question, but how many BA sets are there on the 24P? and are there any sets on the 24?

Nice to see people taking part in this......... :?

To answer the B.A question, most 24P's have 4 sets, and at least 2. (For this scenario it has 4) - Some rural 24's do not have any sets, some have up to 4, depending on locker configuration....

At the moment, the entire town is almost burnt down..... Come on guys!!!

Well I don't really have the time to write the 20 page essay necessary to put into writing the thousand things thought, said and done by an OIC in this situation - but in brief......

RECEO of course.

But before that.....

scenario says unsure what other resources there - so enroute we've made sure SAAS and SAPOL are there or coming. SAPOL asked to verify occupiers unaccounted for

On arrival assess hazards, dangers - electricity, gas (LPG), structural stability, terrorists hiding in bushes, drug labs, Port Power fans etc etc etc. Position appliance for water delivery/input. (Yeah, send sit rep - but if they ask too many questions tell em you're a bit busy right now and they'll get the war and peace version later)

Secure area (tape off as necessary) - ensure bystanders, spectators are out of the way. Set up BA staging areas (at some point, maybe not now). Have two operators don, in case.

Now with four BA operators (two out - two in) you could commit two to a primary search as there are persons believed inside IF SAFE TO DO SO. Not sure that it is with fire having flashed on the third floor. Bearing in mind that even assuming that a water supply is close enough to supply the one appliance water there's no way that one crew is gunna get hose line up three storeys. And we don't have a ladder that comes close.

So possibly I've decided that the best course of action for us is to search the ground floor (and others where possible) building perimeter from the outside - given that we've been told that most fire victims make it to a door or window. At this stage the third floor is fully involved and it's virtually impossible for this under resourced Brigade (come on, we've got a 3 story building, where's our third truck and URP?) to do more than a size up - search from exterior and start to protect the most at risk exposure. At this stage need more scenario info - do we see people, hear people - huh, huh?

So we've got another appliance 12 minutes away and two 15? Forget the stupid tanker - you won't get driver out of the pub anyway. Still not enough to undertake aggressive interior attack - even if safe to do so. Best to get two different water supplies up and running supplying to lead appliances protecting the two exposures (oh, and hopefully the lower two floors of the original building are still exposures). And perhaps there are some LPG cylinders needing cooling etc etc etc.

Got any way to get water into that third story without lugging 500 metres of hose up the stairs or hiring a Skyjet?

Anyway, enough from me - what are you guys doing??

Yep, it's a Region One job ....

on Kangaroo Island!!

So with the 9(?) Brigades they have there and the limited BA resources, how long do you reckon backup from the mainland will be.

Shouldn't sterotpye a whole region ;-) just that urban hills interface LOL
