If I had an agency that wanted GIS support for their emergency management team but for a part of the preparedness cycle outside of the "Response" phase, would that merit a mission number?

Does anyone know if Levy�s dealt significantly with surplus military wireless/signals equipment, or were they more focused on the vehicles and larger military equipment?
