MFS Change of Quarters
« on: February 09, 2005, 06:47:09 PM »
Belair Pumper was responded at 0130 this morning to MFS Headquarters in Adelaide for area coverage whilst the MFS had a 3rd Alarm Factory (?B risk) Fire down Port Road. They were there for about 4 hours, but didn't roll from there. Interesting for the crew was they were able to observe in the MFS comms room for the bulk of there time there. Aparently all the Staff were great towards the crew. I also believe that Athelstone 24P was responded to Glynde Station and Burnside or Stirling to Glen Osmond (though not sure about this). This is becoming more regular for the Belair brigade! :)

Change of Quarters
« Reply #1 on: February 09, 2005, 10:33:19 PM »
Do the MFS specify training levels of change of quarter crew or is that left to the Brigade? And does everyone have to have BA, RCR, Hazmat (and Level Three of course) to get a guernsey?

Would love to do a shift in Wakefield Street (just once though :-) )

Not sure of the exact requirements but there is an EMA (Emergency Mutual Aid) standard. Not sure about HAZMAT but BA and RCR are a must.

burnside pumper did the change to glen osmond...

i believe that BA would be a must for trucks to have crew for... howeveer i dont think its necessary to have HAZMAT and rescue training/equipment, because i believe belair have neither of these, therefore couldnt provide it.

It happened again last night, but this time the guys got a run, Athelstone to a cafe fire and Burnside an alarm, as per ema agreement Stirling then moved up to Glen Osmond.

The requirement is minimum 4 crew, all of which are BA, so in other words you could take 6 but 4 MUST be BA, and if you are RCR then you must have RCR operators.

I can't imagine our brigade ever doinig a change of quarters to M.F.S, it would be interesting to do though.

When SAMFS have big jobs CFS brigades do COQ to MFS stations.

So if there was a massive fire in Adleiade or surrounding area's, Im talkin 4th alarm big one!  Then CFS crews would move into the MFS stations and stay there covering that area until the MFS come back?

Yes - Some CFS in Wakefield St others in strategic MFS stations as required.
Often Burnside, Athelstone, Dalkeith, TTG, Eden Hills, and Others do COQ.

Under the EMA agreement all it requires is one 3rd alarm incident or multiple 'working' jobs to invoke CFS Change of Quarters.

This is why Morphett Vale got a COQ a couple of weeks ago when MFS had the 2nd alarm Gouchos fire and a Hazmat at Wingfield as well as a couple of other smaller jobs.

Do CFS do COQ if a brigade near them has gone out on a job?

It does happen.

During a recent electrical storm, our brigade (Mawson group) had all three appliances out to fires, small and large, with calls continuing to come in.  An appliance from Sturt group was brought in and parked on our apron for a while until things settled down. They returned to their own patch once one of our appliances was freed up and was able to respond within our area.

Yes - I have seen it many times, when a group is streteched strategic appliances are placed to ensure coverage.

yeah... late december coro sent an appliance to change quarters to happy valley... funnily enough though, we got a fixed alarm, then the change of quarters, then a tree fire (Whilst responding to COQ) then another fixed alarm whilst at COQ... luckily we were fully crewed for both trucks at the time... lol

That would be a pretty interesting experience, doing some MFS work. I would'nt mind having a go. Whats the deal with the EMA thing? what happens with it? do you have to do something to get it?

My limited understanding of EMA is thus.

Applies to areas that are covered by both services.  Mostly outer Metro and major rural centers (ones that have a MFS station and
CFS brigades).

Is essentially a cooperation between the services to mutually respond to calls in shared areas.  As far as what you need to get it.  It is predetermined by the location of the brigade.  Brigades obviously can only provide the level of service for which they have equipment and training.

An example could be a MVA at O'Halloran Hill, Mets providing rescue, CFS providing fire cover and clean up.  A Hazmat incident is another example - MFS may provide Hazard Management. CFS all other requirements

It doesn't have to be that defined either.  A four unit response to a nursing home could just mean 2xMFS and 2xCFS or any combination depending on availability.

The big advantage is not tying up all available local services to any one call, freeing up appliances to any subsequent calls.

Just a basic rundown, maybe someone with a little more experience can expand on this.

Believe both calls that they got were related to the fire anyhow, Smoke in area near by, and a private alarm to a shop right next to the one that burnt down..

Gawler has an MVA and there is a rubbish fire at Evanston Park, Suppose Elizabeth will do COQ and take the rubbish fire.  Un;less a neighbour gets out the garden hose :-P
