Members vs Pagers

I was just having a look at the CFS annual report for 2006-2007, available here, and noticed that the number of active firefighters is reported as 10,908, but the number of GRN pagers is only reported as 1,300.  Does this mean there are 9,608 firefighters without pagers?  (and no Auxiliary members have them?)

I think there is a zero missing in the number of pagers.

I would like to see some stats for "Active Firefighters" vs. "People who actually turnout" vs. "People who are competent firefighters"
